Bill Dulin is the vice president of Network Solutions for Discover Financial Services and is responsible for establishing, cultivating and managing significant enterprise relationships.  He provides leadership for the Prepaid, Commercial Payments and White Label Credit lines of business. This includes partnership development, program implementation and ongoing portfolio management.

Bill joined Discover in 1986 and has held numerous positions in Card Operations, Information Technology, and Payments. He has made successful equity investments in Fintech companies and has developed global network-to-network partnerships. Prior to his most recent efforts in Payments, Bill was in technology at Discover, where he was responsible for a significant portion of the company’s global IT infrastructure. Bill holds a bachelor’s degree in business administration from Ohio Dominican University and a master’s degree from Seton Hall University.
